Barry is the County Councillor for Wingerworth and Shirland Division and has served on Derbyshire County Council since 2009. Barry was previously the council's cabinet member for young people.

He has been Leader of the County Conservative Group since 2014 and became Leader of Derbyshire County Council in May 2017 also serving as Cabinet Member for Strategic Leadership Culture, Tourism and Climate Change.
